AMELIA STREET, ORLANDO FL 32801-1129 TEL: 407-317-3974 / FAX: 407-317-3263 APPLICATION PROCESS In order to process Capacity Enhancement and Concurrency Applications, OCPS must conduct an analysis of capacity under the CEP and/or Concurrency rules as prescribed in OCPS Capacity Enhancement and Concurrency Management System Operating Procedures. This review must find that the schools and/or concurrency service areas impacted by the proposed development have sufficient capacity to accommodate the students projected to be generated by the proposed development. If capacity is not available, the developer must enter into a mitigation agreement to address the deficiency. To complete the analysis, the following materials must accompany this application: • Project site location map showing the parcels and parcel ID numbers with major cross streets. • A projected construction schedule the includes estimated dates for: o Submission of Rezoning Application o Submission of Preliminary Plat/ Site Plan or Master Plan Application o The number of residential units and types of units to be built in each phase. o The estimated dates of start and ending of phases proposed for the project and a build out schedule FEES A formal application must be accompanied by a check made payable to Orange County Public Schools for $600. Informal Capacity Inquiry - $120 If mitigation is required, additional application fees will be assessed as follows: • Proportionate Share Determination and Final Determination of Capacity o 1 to 50 Units - $1,500 o 51 to 200 Units - $ 2,000 o 201 to 500 units - $4,000 o 501 to 1000 units - $6,000 o 1001 or more units - $7,000 o DRIs - $10,000 • Additional Bank, lender or other official copies of Final Determination Letters $100 • Extensions and amendments of mitigation agreements and reservations (see School Concurrency Operating Procedures) Note that the municipality/ local government may charge a fee for the completion of this form on behalf of the Developer. Please contact the planning or zoning office of the City or the County in which your project is located to determine if any additional administrative fees apply. FOOTNOTES: 1. If the applicant is not the property owner, the attached affidavit must be completed by the property owner and must be submitted with the application. OCPS will also accept a local government’s affidavit form. 2. The application must include the case number, and the municipal planner assigned to the project by the municipality where the project is located. The local government is responsible for verifying the number of units vested from CEP and Concurrency, and the total number of units. 3. An applicant is responsible for informing OCPS of the date of any local government hearings for a comprehensive plan amendment (both transmittal and adoption), rezoning, site plan/ preliminary plat, or overall development plan or other applicable hearings that may be dependent upon the receipt of a CEP or Concurrency Determination.
