On this form, the term “bus” means omnibus. “Local Transit Service” means carrying passengers by an omnibus from one point in this state to another point in this state, where such omnibus either: -- regularly picks up or discharges passengers at their convenience or at bus stops on the street or highway, as distinguished from stopping only at buildings or facilities used for bus terminals or stations, or -- picks up and discharges passengers at bus terminals or stations, the distance between which is not more than 50 miles measured along the route traveled by the omnibus. Franchise Buses: You must complete this form to register a franchise bus. A franchise bus is a privately-owned bus, licensed by NYS, which accommodates 15 or more passengers and picks up and discharges passengers only at designated locations, along specific routes. Proof of insurance is not required when form MV-1940 is submitted with Department of Transportation form RA-1C. Buses registered under the bus proration are not eligible for LTS registration. Present this form in duplicate, together with Department of Transportation Form RA-1C, for each group of original or renewal LTS registrations. You may obtain Form RA-1C from the NYS Department of Transportation, Passenger Transportation Division, 1220 Washington Avenue, Building 4, Room 146, Albany NY 12232, for a fee of $1 per form. In answering Question 4 on the front of this form: -- list mileage figures by thousands, and round to the nearest thousand (for example, 437,572 should be listed as 438,000). -- round the number of buses eligible for LTS registrations to the next higher whole number (for example, 29.5 should be listed as 30). If all buses are not eligible for LTS registrations, the smallest buses must be registered first as LTS, beginning with buses with a seating capacity of less than 15 passengers.
