UNITED STATES COURT OF APPEALS FOR THE FIRST CIRCUIT (617-748-9057) NOTICE TO APPLICANT FOR ADMISSION Attorneys who wish to apply for admission to the bar of the First Circuit Court of Appeals must comply with the admission requirements set forth in Fed. R. App. P. 46 and must be sponsored by a current First Circuit bar member in good standing. Applicants who are unable to identify a First Circuit bar member as a sponsor should contact the clerk's office for assistance. To allow sufficient time for verification, attorneys must submit a completed application at least seven (7) days prior to the date they wish to be admitted as a member of the bar of the court. The combined attorney admission fee including both the $181.00 attorney admission fee due under 28 U.S.C. 247 1913 and the $50.00 local fee due under Local Rule 46(a)(1) is $231. Absent a waiver, all attorneys, with the exception of current federal law clerks, are required to use the court's Case Management/Electronic Case Files ("CM/ECF") system to submit their bar application and pay the admission fee electronically. Current federal law clerks should contact the clerk's office for further information. Upon verification of the application, a Certificate of Admission will be sent to successful applicants. Requests to be admitted in person must be made on the application form and will be allowed at the court's discretion. The attorney admission fee is waived for attorneys appearing before the court as (1) counsel for the United States or an officer or agency thereof, or (2) counsel appointed under the Criminal Justice Act (CJA). However, a nineteen dollar ($19) charge applies to attorneys who represent the United States or who are appointed under the CJA who wish to obtain the optional Certificate of Admission. Once admitted, attorneys will be assigned a First Circuit Court of Appeals Bar Number which must be used on any pleading filed with the court.
