THE FEE FOR AN F-7 PERMIT IS $450.00
An F-7 permit may be issued to a "nonprofit organization" to sell beer, wine, mixed beverages, and spirituous liquor by the individual drink at a
"qualified golf event" until 1 A.M. not to exceed eight days. Only two F-7 permits may be issued per calendar year to an applicant. "Nonprofit
organization" means any unincorporated association or nonprofit corporation that is not formed for the pecuniary gain or profit of, and whose net
earnings or any part of whose net earnings is not distributable to, its members, trustees, directors, officers, or other private persons. "Qualified
golf event" means a golf tournament or other golf competition event that is hosted by the nonprofit organization to which an F-7 permit is issued,
that is sanctioned by a recognized national golf organization, that includes the sale of food for consumption on the premises for which the F-7
permit is issued, and that makes contributions to charity from the proceeds of the event that equal in the aggregate at least $200,000.
"Recognized national golf organization" means the United States Golf Association; the Professional Golf Association of America (PGA); the PGA
Tour, including the Champions Tour and the Nationwide Tour; the LPGA Tour; or the successors of any of the previously listed organizations.

DIAGRAM OF PROPOSED PERMIT PREMISES FOR "F-7" LIQUOR PERMIT
THIS DOCUMENT MUST BE COMPLETED IN ORDER TO OBTAIN YOUR TEMPORARY PERMIT
Section 4301.62 ("open container statute") prohibits anyone from possessing an open container of any alcoholic beverage outside of
the area defined as permit premises. Whoever violates this statute is guilty of a MISDEMEANOR. Any alcoholic beverage must be
both sold and consumed within the defined permit premises.
It is required that every applicant for an F-7 permit submit with the application a diagram of the premises where alcoholic
beverages will be sold and consumed. If the diagram is not included, the application will be returned to the applicant. The
diagram can be submitted in the space provided below or on a separate sheet, and signed by the person who prepared the diagram
or the applicant.
FOR EVENTS HELD INDOORS: Diagram must identify the room(s) in which the alcoholic beverages will be sold and
consumed.
FOR EVENTS HELD ENTIRELY or PARTIALLY OUTDOORS: Diagram must show shape and measured dimensions of the
area to be used. Please indicate location of barriers and give an explanation as to the type of barriers (e.g., chain link fence, snow
fence, brick wall, rope, etc.) which will separate permit premises from other areas which are not permit premises.

GENERAL INSTRUCTIONS FOR FILING F-7 APPLICATION
An F-7 permit may be issued to a "nonprofit organization" to sell beer, wine, mixed beverages, and spirituous liquor by the
individual drink at a "qualified golf event" with the following stipulations:
•
An F-7 permit is effective for not more than 8 days, and no sales can be made after 1 a.m.
•
No more than two F-7 permits can be issued to the same applicant in one calendar year.
As part of the processing of the F-7 application, a local option review will be performed for the premises located in a political
subdivision or part of the political subdivision in order to determine that the sale of beer, wine and mixed beverages and spirituous
liquor is otherwise permitted by law on that day of the week, including Sunday.
APPLICATION WILL NOT BE ACCEPTED OR MAY NOT BE ISSUED WITHOUT THE FOLLOWING REQUIRED DOCUMENTS
1. Filing Fee of $450.00. Make check payable to the Division of Liquor Control. Please do not mail cash.
2. Form DLC 4221, Consent of Real Property Owner/Notification of Chief Peace Officer, Page 3, and Diagram of Proposed
Permit Premises, Page 4, indicating areas where alcoholic beverages will be consumed.
WARNINGS
Applicant must be at least twenty-one (21) years of age.
Section 4301.24 of Ohio Revised Code prohibits any manufacturer or wholesale distributor from aiding or
assisting any retail permit holder by gift or loan of any money or property of any description or other valuable
thing; and it prohibits any retail permit holder from accepting same. THIS MEANS A WHOLESALE
DISTRIBUTOR MAY NOT AID THE PERMIT HOLDER IN ANY WAY, EITHER FINANCIALLY OR BY
ADVERTISING THE FUNCTION COVERED BY THIS APPLICATION; AND THE PERMIT HOLDER MAY
NOT ACCEPT SUCH ASSISTANCE FROM THE WHOLESALE DISTRIBUTOR.
An F-7 permit holder must purchase all alcoholic beverages from a wholesale Distributor or Contract Liquor
Agency for spirituous liquor. Donation of any alcoholic beverages is prohibited.
It is illegal to allow a patron to remove any alcoholic beverage from or to consume it off the premises designated
on your permit. No carryout privileges are permitted under an F-7 permit.
It is illegal for any person under the age of twenty-one (21) to purchase or consume alcoholic beverages. It is the
permit holder's responsibility to obtain proper idenitification.

§ 4303.207 F-7 permit.
(A) As used in this section:
(1) “Nonprofit organization” means any unincorporated association or nonprofit corporation that is not formed for
the pecuniary gain or profit of, and whose net earnings or any part of whose net earnings is not distributable to,
its members, trustees, directors, officers, or other private persons.
(2) “Qualified golf event” means a golf tournament or other golf competition event that meets all of the following
requirements:
(a) It is hosted by the nonprofit organization to which an F-7 permit is issued;
(b) It is sanctioned by a recognized national golf organization;
(c) It includes the sale of food for consumption on the premises for which an F-7 permit is issued;
(d) Contributions to charity are made from the proceeds of the event that equal in the aggregate at least two
hundred thousand dollars.
(3) “Recognized national golf organization” means any of the following:
(a) The United States golf association;
(b) The professional golf association of America (PGA);
(c) The PGA tour, including the champions tour and the nationwide tour;
(d) The LPGA tour;
(e) The successors of any organization listed in divisions (A)(3)(a) to (d) of this section.
(B) An F-7 permit may be issued to a nonprofit organization to sell beer, wine, mixed beverages, and spirituous liquor
by the individual drink at a qualified golf event being held on premises located in a political subdivision or part of a
political subdivision where the sale of beer, wine, mixed beverages, and spirituous liquor is otherwise permitted by
law on that day, if both of the following requirements are met:
(1) The superintendent of liquor control is satisfied that the organization is a nonprofit organization. For this
purpose, the superintendent may accept as proof a sworn statement by the president or other chief executive
officer of the applicant organization.
(2) The superintendent is satisfied that the event for which the F-7 permit is sought to be issued is a qualified golf
event. For this purpose, the superintendent may accept as proof a sworn statement by the president or other
chief executive officer of the applicant organization.
(C) The premises for which the F-7 permit is issued shall meet all of the following requirements:
(1) Be owned or leased by the nonprofit organization to which the F-7 permit issued;
(2) Be limited to areas in which the qualified golf event is conducted and to other areas that are contiguous to those
areas in which the qualified golf event is conducted, which areas are specifically designated for food and
beverage consumption and hospitality for the qualified golf event;
(3) Be clearly defined;
(4) Be sufficiently restricted to allow proper supervision of use of the permit by state and local law enforcement
personnel.
(D) A nonprofit organization to which an F-7 permit is issued shall be held responsible for any conduct that violates
the laws pertaining to the sale of beer, wine, mixed beverages, or spirituous liquor.
(E) The division of liquor control shall prepare and make available an F-7 permit application form and may require
applicants for the permit to provide information that, in addition to the information required by this section, is
necessary for the administration of this section.
(F) An F-7 permit shall be effective for a period not to exceed eight consecutive days. The division of liquor control
shall not issue more than two F-7 permits per calendar year to the same nonprofit organization. The fee for an
F-permit is four hundred fifty dollars.
