Attorneys seeking renewal of their certification to panels for fee generating
appointments must return this form to the Administrative Office of State Courts, c/o Karen Torti, 250
Benefit Street, Providence, RI 02903, before July 1. The information provided must demonstrate that
the attorney has fulfilled the continuing legal education and other requirements to continue qualifying for
appointment in the type(s) of cases indicated.
A copy of the policy declaration sheet from your current professional liability policy also must be enclosed.

GENERAL REQUIREMENTS:
Certify that you continue to meet each of the following requirements for appointment by writing your
initials in the blank and providing any other information required.
1. I am a member of the Rhode Island Bar in good standing. _______ (initial)
2. I have legal malpractice insurance in a minimum amount of $100,000 per claim/$300,000
aggregate with a Rhode Island licensed carrier. _______ (initial)

3. When appointed in cases that involve the handling and managing of funds, I will acquire bonding by a surety
bond in an amount equal to the total funds being managed. _______ (initial)

5. Only I, as the certified attorney, will provide representation in the appointed cases. I will not send an

CONTINUING LEGAL EDUCATION REQUIREMENTS:
You must have completed the MCLE credit hours required. Credits must be no older than the immediate
past MCLE year (carryover credits included).
1. For Supreme and Superior Courts - Annual completion of six hours of CLE in criminal/civil law and
procedure.
2. For District Court - Annual completion of three hours of CLE criminal law and procedure.
3. For Workers' Compensation and Family Courts - Annual completion of three hours of CLE in
workers' compensation/family law and procedure with an emphasis on the specific area of
appointment.
PLEASE NOTE: All MCLE credits submitted must be related to the
panel(s) as a condition for recertification.

INSTRUCTIONS FOR SUBMITTAL OF INVOICES:
1. Payment amounts:
a. Supreme Court - Criminal Appeal $50/hour to $75/hour not to exceed $3,000 threshold
b. Superior Court
i. Murder $100/hour not to exceed $15,000 threshold
ii. Class 1 Felony $50/hour to $90/hour not to exceed $10,000 threshold
iii. Class 2 Felonies $35/hour to $60/hour not to exceed $5,000 threshold
iv. Misdemeanors $30/hour to $50/hour not to exceed $1,500 threshold
v. Violation of Court Order for Payment of Fines, Costs, and/or Restitution $30/hour not to
exceed $1,500 threshold
c. Family Court
i. Adult Criminal Jury Trials $35/hour not to exceed $2,500 threshold
ii. Dependency/Neglect/Abuse $30/hour not to exceed up to $1,000 threshold
- Arraignment $30/hour but in the event of multiple arraignments, no more than a total of
$100 for all arraignments
- Review $60 flat fee per review, to include preparation, waiting, and court time
iii. Guardian Ad Litem for Child Protection and Wayward/Delinquency $30/hour
iv. Termination of Parental Rights $30/hour not to exceed $1,500 threshold
- Arraignment $30/hour but in the event of multiple arraignments, no more than a total of
$100 for all arraignments
- Review $60 flat fee per review, to include preparation, waiting, and court time
v. Violation of Court Order for Child and/or Spousal Support $30/hour
vi. Waiver of Jurisdiction and Certification Hearing $35/hour not to exceed $2,500 threshold
vii. Wayward/Delinquency $30/hour not to exceed $1,000
- Arraignment $30/hour but in the event of multiple arraignments, no more than a total of
$100 for all arraignments
- Review – The fee shall be $30/hour or $60 per review per juvenile, whichever is less, to
include preparation, waiting, and court time
d. District Court
i. Class 1 Felony $50/hour to $90/hour not to exceed $10,000 threshold
ii. Class 2 Felonies $35/hour to $60/hour not to exceed $5,000 threshold
iii. Misdemeanors $30/hour to $50/hour not to exceed $1,500 threshold
iv. Violation of Court Order for Payment of Fines, Costs, and/or Restitution $30/hour to $50/hour
not to exceed $1,500 threshold

2. Procedures:
a. Attorneys are responsible for providing two signed copies of the Request for Payment for Indigent
Defense Services form – One for the court file and one for the Supreme Court.
b. The Request for Payment for Indigent Defense Services form should be mailed to the Rhode Island
Supreme Court, Finance and Budget Office, 670 New London Avenue, Cranston, Rhode Island
02920.
c. Payment requests that exceed the set threshold cannot be paid without the trial justice or judge at
disposition and the Chief Justice, Presiding Justice, or Chief Judge approving.
c. In billing, the attorney cannot exceed seven (7) hours per day.
d. Court hours for a day cannot be billed twice. For example: The attorney cannot bill the state
overlapping hours on separate cases – 9 a.m. to 1 p.m. on one case and noon to 3 p.m. on another
case.
e. Payment request must be received within thirty (30) days of the disposition of case - Any payment
request outside of this timeline must be approved by the trial justice or judge at disposition and the
Chief Justice, Presiding Justice, or Chief Judge.
